Files issue. Files are Locked, Renamed and maybe Encrypted. Downloading files from Internet with IE is also broke.All in Windows7 ?

On a friend computer, we can not open or edit files because they are Locked, Renamed and maybe Encrypted.
We don't understand the reason how that files becomes locked and inaccessible.
Can be Windows Permissions, a Software or a Virus , involved?
Downloading files from Internet with IE is impossible, also.
Anybody know how we can handle this serious issues?
Did someone know where we can ask this question or report this problem to find solutions?

Hi,
Before going any further, please check whether you could change the files name back or not. Whether the security settings of the files have been changed? Whether you have the ownership of
these files?
It issue seems related to the virus, I suggest go to
Safe Mode and use your anti-virus program or
Microsoft Security Essentials to scan your system.
After that, try to change the files name back to test the issue. If the files ownership have been changed, please try to
Take Ownership of a File or Folder

We tried to rename
files as before, then,
at opening displays strange
characters. (that's why we thinking that files are encrypted). So , files can't be recovered by this way.
In Safemode we scanned with: SpyBot Search & Destroy, Malwarebytes Anti Malware, IoBit Malware, Fsecure, Windows Defender, BitDefender online and Microsoft Security Essentials.
Malwarebytes Anti Malware found this : " C:\Windows\winsxs\amd64_microsoft-windows-d..ostic user-resolver_31bf3856ad364e35_6.1.7600.16385_none_2129f6bd1f6002ae\DFDWiz.exe (Trojan.FakeAlert) "
Fsecure found this : Gen:variant.[variant] - malware , Type : Rogue; Platform w:32
The ownership was not changed
And modified files are all over the HDD ( On System and the second partition for data)
We will try with kaspersky RannohDecryptor

Kaspersky Rannoh Decryptor Tool, solved the problem. We could recover the encrypted files.
